Richard K. “Rick” Newman: Commonwealth’s Attorney
Rick graduated from VCU in 1980 and the T. C. Williams School of Law at the University of Richmond in 1983. He was admitted to the Virginia State Bar in 1984. He began practicing as a solo firm in private practice in 1984 and was in private practice until 1999. In addition he also worked part-time for the Petersburg Public Defender from 1989 until 1999. In 1999 he left private practice and joined the Petersburg Commonwealth’s Attorney’s Office as a Senior Assistant. He was elected by the citizens of Hopewell as their Commonwealth’s Attorney in 2009 and took office on January 1, 2010. He has been instrumental in forming the Sexual Abuse Response Team as well as sponsoring other events in the community. He has partnered with multiple state and federal law enforcement agencies while in office.
Elbert D. Mumphery, IV: Deputy Commonwealth’s Attorney
Elbert graduated from the University of Richmond’s School of Law and also holds a Master of Urban and Regional Planning degree from V.C.U. He has practiced law for over 17 years. He joined the Hopewell Commonwealth’s Attorney’s Office in February 2010. He is an avid baseball fan and coach.
Elisabeth Custalow: Assistant Commonwealth’s Attorney
Elisabeth earned a bachelor’s degree in English from The College of William and Mary and graduated in 2009 from the University of Virginia School of Law. She joined the Hopewell Commonwealth’s Attorney’s Office in February 2010. Elisabeth is a member of Hopewell’s Sexual Assault Response Team and Domestic Violence Task Force.
Jessica Vormwald: Assistant Commonwealth’s Attorney
Jessica joined the Hopewell Commonwealth’s Attorney office in February 2012. Prior to that, she worked as a post-graduate fellow at the Lynchburg Commonwealth Attorney’s Office. Jessica graduated from the University of Virginia School of Law in 2011 and received her B.A. in Political Science and Women’s Studies from the George Washington University in 2008.
